On December 10th,  Youth Initiative Group of activists (the main initiators of the NGO “Youth Peer Education Network Y-PEER») organized a flash mob in Bishkek (capital of Kyrgyzstan) in the format of “Cup song” to support the new version of the draft law “On reproductive rights of citizens and guarantees of their implementation “, dedicated to the Human Rights Day. Local media representatives were invited, an interview was shown on local television “NBT” and articles were published on about 10 news websites.

Also, now supported by the Asian Forum of Parliamentarians on Population and Development, they will make a video about the importance of sexual and reproductive rights for young people of Kyrgyzstan.

The purpose of the flash mob was to attract the attention of parliamentarians and the public to the problems of young people in the area of reproductive health, particularly highlighted issues included protection of constitutional rights to safety and protection of reproductive health of young people (citizens), the right to receive timely and evidence-based information about sexual development in accordance with the age.

Today in Kyrgyzstan there are no public policy and standards for sexual education of adolescents and youth. The results are: rising teenage pregnancy, teenage abortion, sexually transmitted diseases and HIV infections that lead to infertility. For young people it is important to receive timely accurate information about sexual and reproductive health.

This flash mob was supported by the Members of Parliament Jogorku Kenesh and Karamushkina Irina.

Briefly about the draft law:

In 2007, Kyrgyzstan adopted the Law “On reproductive rights of the citizens and guarantees of their implementation”.

In 2010, the Alliance for Reproductive Health conducted monitoring of the implementation of this law, which showed that despite the legislative regulation of legal relations in this field; still a lot of problems occur during the implementation of reproductive rights.

In 2012, the law “On reproductive rights of citizens and guarantees of their implementation” began to be reconsidered by a working group that consisted of members of parliament, physicians, representatives of civil society organizations and lawyers. In 2013, members of parliament initiated a new draft law “On reproductive rights of citizens and guarantees of their implementation.”

The current law did not correspond to the realities of the current situation in the area of sexual and reproductive rights. The structure of the law, the content and a large number of reference rules tenuously regulate legal relationship in the field of sexual and reproductive rights.

The draft law was introduced to such concepts as “assisted reproductive technology”, «surrogate motherhood contract”, “reproductive cells”, “sexual health”, “sexual education”, “sexual rights”, “in vitro fertilization” and others.

One of the main provisions of the new law is the provision on the development of standards for information and education of adolescents in the area sexual and reproductive health.

In 2013 a new version of the Law “On reproductive rights of citizens and guarantees of their implementation” was prepared. In the first reading a new edition was supported by the majority of votes. During the second reading in Parliament, some MPs were critical on the proposed changes, misunderstanding the essence of the draft law and referring to their religious beliefs.
